In obedience to your Excellency directed to this court for the returning an accou nt of all such persons that are able to bear arms both for horse and foot service in this county we have duely examined ye list of the freeholders and housekeepers inhabiting ye said county and we do find upon ye due enquiry that many of them ar e very poor despicable persons.
